TRANSFORMATION AGENDA
In November 2005, The Government published 'Transformational Government - Enabled by Technology', a strategy for transforming public services using technology. The strategy sets out how effective use of technology designed around citizens' and businesses' needs can make a real difference to people's daily lives. It is not simply about the internet, but is a far more profound approach that goes to the heart of public services delivery.
There are four sections detailing the work and plans of the various workstreams of the Chief Information Officers Council. They are:
- Transformational Government - the strategy for using IT to transform government and to deliver modern public services more effectively
- Shared Services – how government and the wider public sector can achieve significant savings and increase effectiveness by modernising the provision of corporate services
- Government IT Profession – bringing together IT professionals to create a joined up, government-wide IT profession
- Delivering Success – providing improved leadership to IT enabled business change programmes, and development opportunities to IT professionals in the public sector
Implementation plan
The Government has now published an Implementation Plan for the strategy, covering the tasks to be completed by July 2007. The plan describes the actions being taken for each of the workstreams identified in 'Transformational Government' and sets out how implementation of the strategy is aligned with the Comprehensive Spending Review.
Those in the recruitment arena in local government need to address the needs of job seekers in relation to transformation and we are already supporting clients in looking closely about how the transformation agenda needs to be applied. Areas we are working in include the migration to webcentric recruitment including the use of talent pools, shared recruitment portals, online assessment and screening and how to use the web to maximise candidate relationship management.
